Fewer Launches, Bolder Projects: What Dubai's Off-Plan Slowdown Means for Buyers

A year ago Dubai saw a new project launch almost every day. In 2026 developers have brought roughly 50,000 off-plan units to market, close to a third of last year's pace, and third-quarter transaction values were about half of 2025's. Yet October still produced some of the most ambitious launches we have seen. The market has not stopped; it has changed character.
What launched in October
- SAMANA Collecta, The World Islands (15 October): a AED 4 billion flagship for SAMANA's new premium brand, with 840 branded apartments, seven floating villas and two tree villas, prices starting below AED 2 million and yacht shuttles to the mainland.
- Water Gardens, DIFC (mid October): four buildings over 174,000 sq m by H&H, designed by Sir David Chipperfield, completion targeted for 2028.
- Christian A. Rockefeller Business Tower, Sheikh Zayed Road (22 October): LMD's 400-metre, 87-floor office tower between Business Bay and Dubai Mall metro stations, due in 2031.
- Bay Estate, Dubai Islands (early October): Nakheel's gated waterfront community, first release of about 360 three and four-bedroom villas and townhouses plus beachfront plots.
The common thread is differentiation: named architects, waterfront or island settings, branded residences and lifestyle extras. When volume slows, developers compete on design and location instead of price per square foot alone.
Why launches slowed
Three reasons. First, the 2022 to 2025 pipeline is still being built, with a record number of handovers due in 2027, so developers are focused on delivering. Second, buyers became more selective after some 2025 launches resold slowly. Third, higher mortgage rates and a cautious global backdrop reduced speculative demand. Meanwhile Dubai's population reached about 4.8 million in late September, up around 227,000 since January, so the long-term need for homes has not changed.
Why this is good news for serious off-plan buyers
- Better terms. Payment plans stretching past handover, waived or reduced DLD fee contributions and smaller booking amounts are back on the table. Our off-plan finder shows the real plan for every project, down to the cash needed at booking.
- Less competition at launch. Queues and lotteries for the best units are rare now. You can choose the floor, view and layout you actually want.
- Quality rises. Projects launched into a selective market are designed to stand out for a decade, not to sell out in a weekend.
- Clearer pricing. With fewer launches, it is easier to compare a new phase with completed buildings nearby. If a launch is priced far above ready resale in the same area, you know what you are paying for.
What to check before you book
- The developer's delivery record, not only the renderings. Ask for completed projects and visit one.
- Escrow and registration. Every payment should go to the RERA escrow account and the sale should be registered with an Oqood certificate.
- Nearby supply in the handover year. A great project in an area with ten similar handovers will take longer to rent. Our area guides list upcoming projects per community.
- Exit options. Understand the resale rules, the percentage you must pay before you can assign the contract and the fees involved.
Our view
We prefer this market to the one we had a year ago. Fewer, better projects, realistic pricing and negotiable terms suit buyers who intend to own, rent out or live in what they buy. We list all 500-plus off-plan projects available through our brokerage with live prices and payment plans, so you can compare the new launches above with everything else in the same budget before you decide.
